#4 Do I Need to Upgrade My Utilities to Build an ADU in Los Angeles?
Welcome to Week 4! This week we’re covering one of the most common questions we get:
“Do I need to upgrade my utilities like water, sewer, or electrical?”
Short answer: Often yes — especially in Los Angeles, where all-electric codes are becoming the standard.
Electrical Upgrades
Los Angeles is transitioning toward all-electric construction, which means no gas appliances, and all major systems (HVAC, water heater, cooking) run on electricity. Most homes will need an upgrade to a 200-amp panel.
- A licensed electrician must pull the permit.
- The power department will issue the meter spot and coordinate installation.
- Electric tankless water heaters use 60–80 amps, taking up most of an ADU subpanel. Consider a tank water heater, which requires interior space or an outdoor enclosure.
Gas Lines (If Used)
Gas is becoming less common in new builds, but in some cases can be approved:
- SoCalGas will need to approve a meter location.
- The process involves site inspection and added installation time.
Water & Sewer
- You can usually tap into your existing water line, but upsizing may be required if the ADU includes a full kitchen and laundry.
- Sewer lines may need updating, especially on older properties. Backflow devices and permits may also be required.
Are Solar Panels Required?
Under Title 24, new homes often require solar. Detached ADUs sometimes qualify for exceptions, but planning for solar is smart — especially to offset higher electric loads.
Do I Need Separate Meters?
Not required. Most ADUs share utilities with the main house, but sub-meters or separate meters are options if you’re planning to rent the unit.

Utility planning is a big part of building an ADU. Electrical upgrades are common, and going all-electric means thinking ahead — especially about panels, appliances, and possibly solar.
